TWENTY-FOURTH ANNUAL ATWS MEETING
A GREAT SUCCESS

The Twenty-Fourth Annual Meeting of the Association of Third World Studies (ATWS), Inc., the largest organization of its kind in the world, founded at GSW in 1983, was held at Winston-Salem State University, November 2-4. The conclave featured 33 panels and round tables which focused on the theme, “Transnational Challenges: Environment, Integration, and Security in the Third World.”

The conference was sponsored by ATWS, Winston-Salem State University, Georgia Southwestern State University, and Mississippi State University.

The Keynote Banquet Address, “Imperial Globalization,” was presented by Robert Fatton, Jr., Ph.D., Julia A. Cooper Professor at the University of Virginia. Michael Hall, Ph.D., associate professor of history at Armstrong Atlantic State University, gave the presidential address, “The Impact of the U.S. Peace Corp at Home and Abroad.”

The prestigious ATWS “Presidential Award” for 2006 was presented to Shu-hui Wu, Ph.D., associate professor of history and a noted expert on Taiwanese history, who teaches at Mississippi State University, “In Recognition of Her Outstanding Contributions to the Promotion of Scholarship Devoted to the Third World.”

Additionally several awards were presented to recognize individuals who have made significant scholarly contributions to the academic discipline of Third World studies. The winner of the “Lawrence Dunbar Reddick Memorial Scholarship Award,” for the best article published on Africa in the year 2005 issues of Journal of Third World Studies (JTWS), was Guy Martin, Ph.D.,who teaches political science at Winston-Salem State University. Professor Martin received this honor for his outstanding article, “The West, Natural Resources, and Population Control Policies in Africa in Historical Perspective,” published in Volume 22, No. 1, Spring, 2005 issue of JTWS.

The winner of the “Cecil B. Currey ATWS Book Award,” presented to the author of the best book published by a ATWS member during 2005-2006, was Hanchao Lu, Ph.D., professor of history at Georgia Institute of Technology, a world-renowned authority on Chinese history. Professor Lu won the award for his superlative study, “Street Criers: A Cultural History of Chinese Beggars,” published by Stanford University Press in 2005.

The Toyin Falola ATWS Africa Book Award, given for the best book on Africa published in 2005-2006, was presented to Adam Ashforth, Ph.D., Visiting Associate Professor of Social Sciences at Princeton University, for his outstanding work, “Witchcraft, Violence, and Democracy in South Africa,” published by the University of Chicago Press in 2005.

The “Harold Isaacs Graduate Student Award,” given to the author of the top graduate student paper presented at the annual ATWS meeting, was presented to Christian Noll, American University, for his paper, “The Betrayed: An Exploration of the Acheli Opinion of the International Court.”

Dr. Gary Kline, who served as Treasurer of ATWS for the past nine years, received the “ATWS Award for Outstanding Leadership and Service..” Four “ATWS Appreciation Awards” were presented to the following ATWS members who were instrumental in planning and implementing the program for the conference: Emmanuel I. Udogu, Ph.D., Appalachian State University, program chair, and now President of ATWS; Mueni wa Muiu, Ph.D., and Ike Okonta, Ph.D., members of the Department of Social Sciences at Winston-Salem State University, who were in charge of local arrangements; and Abdul Karim Bangura, Ph.D., American University, who assisted in the formulation of the program.

The African Studies and Research Forum (ASRF), an affiliate organization of ATWS, presented two awards. Diya Agha, American University, was the recipient of the “Sulayman S. Nyang Award for the Best Graduate Student Paper on Islamic Peace Studies” for her paper entitled “Economic Cooperation with Non-Muslim States: A Peace Paradigm for Muslim Nations Through Siyar.” The “Fidelis E. Udogu Africa Award for Outstanding Scholarly and Humanitarian Services,” was presented to John Mukum Mbaku, Ph.D., Willard L. Eccles Professor of Economics and John S. Hinkley Fellow at Weber State University, and Toyin Falola, Ph.D., the Frances Higginbotham Nalle Centennial Professor at the University of Texas at Austin.

Superlative entertainment at the welcoming reception was provided by the Otesha Creative Arts Ensemble from Winston-Salem. The Ensemble gave a program which explored the heritage and culture of African, Modern, and Jazz dance.

The Twenty-Fifth ( Silver Anniversary) ATWS annual meeting will be held November 18-20, 2007 in Lima Peru.

GREETINGS From the President’s DeskFrom the beautiful Blue Ridge Mountains of North Carolina, I bring you greetings. I trust that you and your family had a smashing and restful holiday season.

I am delighted to report to you that our “Garden of Eden,” an invented metaphor for the Association of Third World Studies (ATWS), is flourishing. From San Jose, Costa Rica to Taipei, Taiwan and from Denver, Colorado to Santo Domingo, the Dominican Republic (and all of the great centers of our conferences) the ATWS has continued to grow from strength to still greater strength. We have had many new members join us in our Garden of Eden because there is so much in it for everyone.

The success of our meeting at Winston Salem State University in 2006 was breathtaking. The outstanding papers presented at the conference attest to the greatness of our association. Moreover, the support of the university administrators, and students in particularly, was exceptional. Thanks to our illustrious colleagues, Professors Okonta, Muiu and Martin for coordinating the activities, and Professors Kieh and Fatton for their inspiring keynote addresses.

Many thanks are extended to members of the Executive Committee (both former and current members) for their dedication to the service of the ATWS. Our presidents for the past 25 years or so deserve our appreciation for their contributions to the growth of the association, too. In particularly, I salute our past president, Professor Michael Hall, for his excellent performance in Santo Domingo and Winston Salem.

Our meetings would have been less successful were it not for the perennial attendance at our conferences of members of the ATWS. Many thanks go to you for your unflinching support. But most importantly, my greetings are extended to the great institutions that sponsor you annually to our meetings.

Our patron and founder, Professor Harold Isaacs, has remained the backbone of our family since its inception. We are indebted to his hard work in keeping us together, and may I recommend that our future leaders in particular, and members in general, should undertake an intellectual hajj to Georgia Southwestern State University, Americus to see the superb archives of the ATWS put together by Harold. It is impressive, indeed!

This year, we will kick off activities marking our 25th anniversary of the ATWS. It is particularly fitting that our meeting will be held in Lima, Peru, a Third World country from November 18-20. Arrangements are underway to celebrate this unique occasion and our Vice President and President-Elect, Professor Gary Kline, working in concert with our new Executive Director, Professor Bill Pederson, has set the ball rolling. Please start planning for this great conference that I promise you will be the “Mother of all Conferences.” As always, I look forward with eager anticipation to meeting with you in Lima.

GSW Third World in Perspective Program Seminar Series
Celebrating Twenty-Sixth Anniversary

The Georgia Southwestern State University Third World in Perspective Program Seminar Series, founded in 1981 by Dr. Harold Isaacs, is currently celebrating its 26th anniversary. The series was the seedbed for the founding by Dr. Isaacs of ATWS in 1983 and JTWS in 1984.

“Major Third World Problems and Issues” are the focus of the series during the 2006-2007 academic year. During the Fall semester seminars were held on “Third World Immigration Into the United States,” and “Third World Development: Successes and Failures.” (given by Dr. Gary Kline) The Spring semester program will feature seminars on “Rwanda: Contemporary Problems and Issues;” Southeast Asia: Problems and Issues in Southeast Asia, A Fulbright Participant’s (Dr. Doyin Coker-Kolo) Perspective;” “South Africa: Contemporary Problems and Issues” (Dr. Brain Parkinson) and “Historical and Contemporary Issues in Third World Education and Development,.” featuring presentations by students in Dr. Kolo’s class, “Third World Education and Development Studies Seminar.”. Large numbers of students and faculty continue to attend and participate in the forums which are taped by the Instructional Technology Center at GSW and shown to the community on GSW Channel 16.

Scope: Papers and Panels from all academic disciplines that deal with the study of Africa, Asia (except Japan), Latin America/Caribbean, and Middle East are welcome. Presentations that pertain to contemporary Third World issues regarding peace, justice, and democracy are especially encouraged.

Submission Procedure: Persons interested in presenting papers or organizing entire panels must submit a 200-word electronic copy abstract. Persons interested in serving as chair or commentator/discussant must submit a brief electronic copy statement describing their areas of expertise. In order to be included on the program, a participant MUST be pre-registered. The deadline for pre-registration is 17 August 2007

“CALL FOR BOOKS” CECIL B. CURREY BOOK AWARD

ATWS wishes to announce the formal request for submissions of books for the Cecil B. Currey Book Award for 2006-2007. This award is named in honor of one of the foremost experts on the war in Vietnam. Topics on any part of the Third World are acceptable. ATWS members are encouraged to have their works published and submit them for the book award. The award will not necessarily be given out each year, but only when the committee determines that a book of sufficient merit is submitted. Publications must be 2006 through May 15, 2007. Submission deadline is May 31, 2007.

Qualifications:
Only monographs and studies will be considered. “CALL FOR BOOKS” THE 2006-2007 TOYIN FALOLA ATWS AFRICA BOOK AWARD

The Toyin Falola ATWS Africa Book Award, in honor of Toyin Falola, one of Africa’s outstanding historians and intellectuals, was initially given for the best book on Africa published in 2005-2006. The first award was presented at the Twenty-Fourth Annual Meeting of ATWS, November 2-4, 2006, Winston -Salem State University.

Book submissions must be published in 2006 through May 15, 2007. The deadline for the submission of entries is May 31, 2007. The award will not automatically be given each year, but only whenever the committee decides that a book of considerable merit has been submitted. ATWS members are encouraged to enter their publications into the competition. The recipient will receive a plaque, citation, and a $500 cash award

Qualifications are:
Only monographs and studies will be considered. Please do not submit anthologies or edited works.

THE ATWS ANNOUNCES THE 2007 ISAACS AWARD COMPETITION
FOR GRADUATE STUDENTS

At its 2001 meeting the Association of Third World Studies (ATWS) instituted The Harold Isaacs Award competition for graduate students. The Award is named in honor of the Association’s founding president and aimed toward supporting research focusing on the various problems facing “Third World” peoples. The Award will be made to the top graduate student paper to be presented at the annual meeting of the Association. The Award is designed to encourage high quality research and writing among graduate students who have an interest in Third World studies. All candidates MUST have their papers accepted for presentation at the meeting in order to be eligible for the competition AND they must be present at the 2007 ATWS meeting to deliver their paper. The winner will be presented with a $400 check award at the annual meeting’s banquet. Other selected graduate student papers will also be presented with Certificates of Excellence AND they must be present at the 2007 ATWS meeting to deliver their paper.

The selection procedure is as follows: students will submit abstracts of their papers according to established procedures of the Association (see Call for Papers above). Paper submissions MUST follow “Guidelines for Submission of Manuscripts” for Journal of Third World Studies (JTWS). Click-on Journal of Third World Studies at http://itc.gsw.edu/atws. Upon acceptance for presentation at the meeting, the student will send three copies of the completed paper to the Education Committee Chair. The deadline for receipt of the papers is 30 SEPTEMBER, 2007. The current chair is Dr. S. Lily Mendoza, Human Communication Studies, 2142 South High St., Denver, Colorado 80208, USA. Interested graduate students must submit papers that 1) demonstrate originality in terms of research area and/or interpretation, 2) contribute to the intellectual debates within the subject area in which they are framed, and 3) present well-substantiated arguments. Please note that submissions should be near ready for publication. The winning paper will be published in the Journal of Third World Studies after any revisions suggested by the Review Subcommittee.


MEMBER’S CORNER

Prof. Craig Auchter of Butler University published an article, “Safeguarding the Rama Territory: Towards Autonomous Development through Multiethnic Collaboration,” based on his research with the Rama indigenous, Afro-descendent Creoles and long-time Mestizo inhabitants of Nicaragua’s southern Caribbean Coast as they have sought to ensure their collective territorial land rights, was recently published as a chapter in the bi-lingual volume, El Pueblo Rama: Luchando por Tierra y Cultura, The Rama People: Struggling for Land and Culture, edited by Miguel Gonzalez, Svein Jentoft, Arja Koskinen and Diala Lopez (Managua: URACCAN, 2006).

Prof. Abul Bangura informs the members: that his former graduate student and winner of the 2005 Harold Isaacs Best Graduate Student Paper Award, Nathaniel Kwabo, has been appointed the Executive Director of the Truth and Reconciliation Commision for Liberia. Please let us support and pray for Nathaniel to be able to bring peace to Liberia as Archbishop Desmond Tutu did for South Africa.

Prof. Tom Leonard reports his scholarship as follows: Publication: Thomas M. Leonard and John F. Bratzel, Latin America During World War II Boulder, Co.: Rowman & Littlefield, 2006; Participation: seminar on “Contemporary Chinese Foreign Policy,”- 18 academics from the US, Britain, Australia and Germany, participated in a week long seminar in June 2006 at China’s Foreign Affairs University in Beijing, China ( The University is an agency of the Chinese Foreign Ministry and its primary function is the training of diplomats); presented a paper, “The failure of Globalization and the Emergence of Latin America’s New Left, ” 10th annual meeting of South Korea’s Latin American Study Group September 2006. UNF’s International Studies Program and its Faculty Fulbright Chapter in October 2006 sponsored lecture entitled “The U.S. and Latin America’s Leftist Governments” by former US Ambassador, Thomas J. Dodd (Uruguay and Costa Rica). Awards received: University of North Florida international Leadership Award, May 2006.

Prof. Hanchao Lu, Professor of History at Georgia Tech’s School of History, Technology, and Society, has received the Distinguished Service Award from the Chinese Historians in the United States (CHUS), a national organization affiliated with the American Historical Association (AHA), during it’s annual meeting held here in Atlanta. The award recognizes his contributions as editor of the Chinese Historical Review, a fully refereed and vigorously edited transnational journal of history and published by CHUS. The journal publishes original research on the history of China in every Period, China’s historical relations with the world, the historical experiences of the overseas Chinese, as well as comparative studies of history.

Prof. Saneta Maiko, an adjunct Professor of African History and Islamic Studies at Concordia University-Wisconsin-Fort Wayne Center, is about to finish his Ph.D. research work titled, “The Impact of Slavery, Colonialism and Tribal Resistance on Foreign Methodist Mission work in Kenya 1862-1967”. His forthcoming book is titled “Youth, Faith and Culture: Contemporary Theories and Practices of Youth Ministry” and several of his research articles have appeared in the Journal of youth Ministry, The Journal of Youth and Theology and the Local Fort Wayne Journal Gazette.

Professor Paul Magnarella, has assumed the position of Director of Peace and Justice Studies at Warren Wilson College (Asheville, NC). He has recently published the following: “Protecting Indigenous Peoples,” Human Rights and Human Welfare, vol. 5, pp. 124-135 (2005), five articles in the Encyclopedia of the Developing World Vol. 1-3. Prof. J. Patrice McSherry, Associate Editor for Latin American sections of JTWS, was promoted to full professor last year. Her second book, Predatory States: Operation Condor and Covert War in Latin America, was listed as a Choice Outstanding Academic Title for 2006.

Prof. Guy Martin was awarded the 2005 Lawrence Dunbar Reddick Memoprial Scholarship Award for the best article on Africa published in the Journal of Third World Studies (“The West, Natural Resources and Population Control Policies in Africa in Historical Perspective,” Journal of Third World Studies vol. 22, no. 1/Spring 2005). This Award was formally present to Guy—in the form of a laminated plaque—on November 3rd, 2006 during the dinner on the occasion of the 24th ATWS annual meeting on the campus of Winston-Salem State University, Winston-Salem, North Carolina.

Prof. Donald Simmons, former ATWS President, joined the faculty of Dakota Wesleyan University during the Fall semester as Associate Professor of Leadership and Public Service and the founding director of the George McGovern Center for Leadership and Public Service. President Bill Clinton and Senator Bob Dole were on hand in October to dedicate the new library.

Prof. Sharifah Munirah Alatas, with extreme regret, informs you, that Dr. Syed Hussein Alatas passed away January 23rd, at 9:15pm in Kuala Lumpur. He was 79. He was a very well known sociologist who studied corruption in developing societies.
